The enchantment that Odin places on mjolnir says that “ whosoever holds this hammer, if he be worthy shall have the power of Thor”
There is no conditional statement or fine print in there. Worthy beings wield Mjolnir, unworthy beings fail.
What does this mean? I'll elaborate.
Here you see Odin wielding Gungnir and Hela wielding Mjolnir.
Hela knows Mjolnir. It was hers to wield for eons. She understands it. More importantly, she is powerful enough to surpass it. She didn't wield it, she just broke it.

In this scene, Odin is already ascended. His enchantments if pegged to his life should be gone. Yet when Thor hurls Mjolnir into her grasp, she holds it. If you have the clip you could see and hear it screeching as it tries to get back to Thor.
He is calling for it. It can hear him. It has judged him worthy and is trying to get to him. She is just powerful enough to make a mockery of him.
